6/23/2014 By this date, the election commission must mail an application for absentee by mail ballot to each nonresident property owner registered to vote in a municipality which has adopted an absentee by mail voting process for such voters. The election commission must include a notice advising the voter of the absentee by mail voting process and that this is the only option available for such voter to participate in the municipal election.
