Public Necessity Rules
Note: Starting July 2, 2009, all public necessity rules will be filed as emergency rules.
Public Necessity Rules are promulgated to delay the effective date of another rule that is not yet effective, to satisfy constitutional requirements or court orders, or to avoid loss of federal programs or funds. Upon filing, these rules are effective for a period of 165 days.
